- People treat “US Google Account” as one thing. Split it into three layers: the Google Account identity, Play country, and the payments-profile country

Search “how do you create a US Google Account” and the first pages almost always tell you to open a US IP, type a US address, then find a US phone number. As of September 2026, Google’s own support pages are more restrained: create a regular Google Account first, then use a phone to prove you are a real person. Store country is a different rule, tied to location and a payments profile.

Confirmed: create the account with HT27441; verify the phone with HT114129, and each number can create only a limited number of accounts; a self-managed US account is 13; Play country changes wait at least 90 days, and you must be in that country with a payment method for it. Unconfirmed: any claim that “you must have a US number to sign up” or that “picking United States locks the US store”—the official signup page does not treat store country as step one.
First split: Google Account, “US,” and Play country
Google is direct in Create a Google Account: one Google Account signs you into Gmail, YouTube, Play, Drive, and Calendar. A Gmail address is just one service on that identity. You can also create an account with an existing non-Gmail email; you do not have to open a new @gmail.com.
When people search for a “US Google Account,” they usually do not mean that identity. They mean the two layers after it:
- Google Account: the sign-in identity. The same signup page is used worldwide. There is no “you must pick the United States at signup” step.
- Google Play country / region: this decides which apps, prices, and payment currency you see in Play. The official country-change article is HT7431675.
- Payments profile: the name, address, and country used when you buy Google One, Play apps, or subscriptions. A personal profile is usually one per country of residence. For tax reasons the country cannot be edited on an old profile—you create a new one, see HT9244912.
So “create a US account” is more accurately: first have a Google Account you can sign in with, then decide whether you need—and whether you can—put Play and the payments profile in the United States. A working Gmail inbox can still sit on the storefront for wherever you are now.
What to prepare before signup
Against the official flow, you only need a short list.
- A browser that can reach Google. Chrome or Safari on a computer is enough; a phone browser can finish the same steps.
- A real phone number that can receive a text or a voice call. Google has written that verification usually costs the same as a regular text or a regular call, and a voice call can use a home landline. The official pages do not say “it must be +1.”
- A real birthday. The minimum age for a self-managed US account is 13. If Google finds the age is too young, you get 14 days to correct it; otherwise the account is disabled.
- A username that is still free, or an existing inbox you can open. A name too close to an existing address (for example
example@gmail.comalready exists, so you cannot openexamp1e@gmail.com), a name from a deleted account, or a name Google has reserved will all fail. - Only if you are actually in the United States and hold a US payment method do you need that country’s card or another method Google lists, so you can set Play country. Without those, create the account and finish verification first.
Official signup: step by step
There is one entry worth remembering: accounts.google.com, then Create account. The steps below follow the computer help article that is still current in September 2026. Labels can shift with language; trust the order on the page.
Choose an account type
The dropdown usually shows three options:
- For my personal use: Gmail / YouTube / Play for yourself. This article only covers this path.
- For my child: Family Link, managed by a parent. Use this when the child is under that country’s self-managed age. Do not raise the child’s birthday.
- For work or my business: useful if you will create a Google Business Profile. A company-domain inbox is usually Google Workspace, not the personal Gmail signup page.
You can add business details later if you pick the wrong type, but a child account and a self-managed account are not the same path. For yourself, choose personal use.
Name, birthday, username
Google asks for some personal information and states that accurate information helps protect the account and makes services more useful. Use the name you usually go by, and the real birthday. In the United States and in countries that are not listed separately, the minimum age for a self-managed account is 13.
Usernames go one of three ways:
- Accept a Gmail address Google suggests;
- Pick your own unused
@gmail.com; - Use an existing email address, then collect the code in that non-Gmail inbox.
If that existing email already created a Google Account, or was used as a guest collaborating with a Workspace user, you cannot use it to open a new account. Go to account recovery instead of signing up again.
Password and privacy terms
Set a password only you know, then confirm it. Google has noted that on a phone, the first letter is not case-sensitive. After Next, the page often inserts phone verification; you usually see Privacy and Terms only after that succeeds. Read them, then continue—only then is the account created.
As soon as it exists, open myaccount.google.com and confirm you can sign in. Notifications go to the new Gmail by default, or to the non-Google inbox you used to sign up.
Phone verification: the step that usually stalls
In Verify your account, Google writes that to protect you and stop spammers, creating an account or signing in sometimes requires phone verification to confirm you are a real person. The prompt says you need a mobile device. Forums often rewrite this as “US accounts require a US number”—the official text does not say that.
Text or voice call
The page usually asks for a country code and number, then a text or a voice call. A text code is billed like a regular SMS; a voice call is billed like a regular call and can use a home landline. If a text does not arrive after a few minutes, do not switch numbers first—switch to a voice call.
Google’s official help allows a phone number that can receive a text or a voice call. That signup help page does not require a US +1 mobile number. Passing verification only shows that this number can receive Google’s text or call. It does not switch Play to the United States, and it does not change the payments profile to the United States.
The code should only appear in your own texts or incoming call.
“This phone number cannot be used for verification”
Google lists two clear errors:
- This phone number cannot be used for verification: to prevent abuse, each number can create only a limited number of accounts. Use another number; Google suggests a friend or family member’s number, or another carrier.
- This phone number has been used too many times for verification: another wording of the same limit. Follow the official advice and use another number that can receive a text or a call.
Google has not published “how many accounts one number can open.” The official way out is: another working number, a friend or family member’s number, or another carrier.
Add a recovery phone and a recovery email
Step two in HT27441 is protecting the account: add a recovery phone number and a recovery email. If you forget the password, or someone uses the account without you knowing, updated recovery info makes it much more likely you can get back in.
Keep the number you already verified as the recovery phone, then add a second inbox you can still open years from now. Two recovery methods on the same phone you are about to sell is still one rope. You can change both later in account security—do not wait until you are locked out.
What actually counts as US Play
This is where the word “US” stops most people. Google Play help is explicit:
- After you first set a Play country, wait at least 90 days before you can change it; every later change also waits at least 90 days. Some cases have extra limits.
- To create a profile for a new country or region, you must be physically there and hold a payment method for that country or region.
- If you are in a Google family group, you cannot change Play country.
- A profile can take up to about 48 hours to finish updating.
On Android the path is: Play Store → profile photo → Settings → General → Account and device preferences → Country and profiles. If you already have more than one country profile, you can switch among them. If there is no control, you are usually still inside the 90-day window, not in the destination country, or still in a family group.
On the payments side: pay.google.com → Settings → Payments profile → Country / region. A personal payments profile is usually one per country of residence, so Google charges stay in one place. You need a new profile when you move to another country. The country on an existing profile cannot be edited; you can only create a new one.
A Cloud Mac, a VPN, an IP address, or the system language cannot replace Google’s official Play country and region requirements. If you only need a Google Account, finish normal signup and verification. If you need the US Play Store, follow the location and payments-profile rules Google currently publishes. Do not change country just to grab the next app—the 90-day window and family groups both stop people.
2-Step Verification and passkeys
Once you can sign in, turn on 2-Step Verification before you touch the store. The official article is Protect your personal info with 2-Step Verification: after the password, you still tap a prompt on the phone or enter a text code.
A passkey can replace the password: use this device’s fingerprint, face, or lock screen. Because it already proves the device is in your hands, the second step is skipped. Rough requirements are Windows 10 / macOS Ventura / ChromeOS 109 or later, or Android 9 / iOS 16 or later, or a FIDO2 hardware key.
Google puts this in bold: create passkeys only on devices you personally own and use. Even after you sign out, anyone who can unlock that device can enter this Google Account. Do not create a passkey on a shared computer, a café PC, or a coworker’s laptop.

What not to do
None of the following is part of Google’s official signup flow, and this article does not expand on them.
- Completing verification with SMS farms, virtual numbers, or bought ready-made accounts.
- Creating many accounts in a row on the same device or the same network.
- Treating Cloud Mac, a VPN, or an IP change as a “US signup machine.”
Google’s path is still: use a number that can receive a text or a voice call, finish signup and verification on the help pages, and treat US Play as a location-plus-payments question.
Developers: keep personal and work accounts separate
If you work on Android, Firebase, or Play Console, a Google Account also carries a work identity. Keep the personal spending account and the work publishing account apart. Teams should use Play Console permissions and APIs—not drop the founder’s personal Gmail into six CI boxes. Create passkeys only on your own laptop and phone. Do not sign personal Photos, Gmail, or a payments profile into a shared build environment.
